    With developmentally disabled children and adults -- say a couple of weeks working in sheltered workshop or a special ed classroom or two. After which he should be required to prepare and present an in-service on understanding the developmentally disabled for his fellow officers.

    Done right, there's a real chance of turning a bully into an advocate.

    Why do I think this would work?  Because most people bully out of fear.  Fear of things they don't understand, haven't encountered and just don't know how to deal with.  Give them knowledge, you take away the fear.

    Will there be a small percentage who could get all this exposure and just not give a damn?  Sure.  But I have enough belief in people that I think it would be a small percentage -- and those around them would then have enough knowledge to aid in control.
