    ... is ripe for abuse. Anyone could claim his or her gun(s) exempt from the regulations because they were just "collecting".

    I see that proposal is subject to "periodic inspection", but do you really think local authorities would have the manpower to do that?

      There several types of Federal Firearms Licenses (FFL).  Mine is FFL-03, Collector of Curios and Relics.  Anyone claiming collector status would have to show the FFL-03.  The main way to have a firearm classed as a curio is to have it certified as such by a museum.  A relic has to have been out of production for at least 50 years.  Any modern firearm the collector has would not fall under the "collection" umbrella unless certified as a curio and approved as such by the ATF.

      My only objections to these proposals are: 1) A non-functional firearm is no longer "collectable" any more than is a plastic replica.  2) The periodic inspection.  How much do you trust your local officials and will you always be able to?  How do we keep "periodic inspection" from becoming harassment.

      Legalize marijuana, transfer all the out-of-work DEA agents to ATF, and they can do the inspections.

      Lead, follow, or get out of the way.
