    It would depend on how the process of inspecting collections is defined in legislation and regulations. People whose collection could be transported might simply arrange to bring their collection and documentation to their local police station. It might be like an IRS audit held in the auditor's office, time consuming but not necessarily fatal. Inspections of large collections might also involved reasonable prearranged meeting times. The police would be limited to inspecting only the collection, not the entire building it is housed in. Smart collectors would house their weapons in an area separate from their living quarters.

    This is why regulations have public comment periods before they go into effect.
