for state and local gun control laws, but we aren't going to see anything really significant on the federal level in the 113th Congress. I think the Feinstein bill will likely be the best we can do; ban sales of new assault weapons and large capacity magazines, close the gun show loophole and improve the background check system.

I don't think you will see anything at the federal level that will increase the cost of guns or ammunition, beyond something nominal to fund the improved background check system. If you look at what states have done on abortion it is about process and not about cost. Once something has been determined to be a constitutional right there are strong limits on inhibiting access by charging high fees or taxes. States can't create significant taxes and fees on abortion procedures and the same will be true for guns and ammunition. Think of the SCOTUS cases outlawing poll taxes. However, states and cities can have robust gun control laws as long as those laws don't inhibit the fundamental right under Heller to own a gun.

    "let's talk about that"

of what guns can be owned from a "traditional" point of view for specific functions, and in placing specific conditions on ability to own guns - they may be considered a right, but that right cannot exist without context, I feel.  Or, better yet, it must exist within a context - perhaps of our choosing at local levels (yes, I agree federal level controls of any significance are highly unlikely for some time to come).
