    Newt G had shut the gov't down with no appropriations, then when the issue got resolved, Mother Nature closed DC for 3 additional days.  I was working at NASA-Goddard as a graduate assistant at the time, and there was NO one there at all that entire week that I recall.  There were two additional storms the same week for a grand total of 33" at BWI.  Then the warm rain and flood a week later, that washed out the B&O canal and much of Georgetown near the Potomac River.
