    They have been since 1987. When Reagan got the Social Security increase in age of eligibility and the FICA/Medicare taxes all Federal employees whether hired or elected after that date became participants in both systems.

    There are still a few people working who are covered by the old retirement system (Civil Service Retirement System), but their number is decreasing -- the last working CSRS folk will probably have retired by 2022.

    Most Congress-critters who are old enough and have 40 quarters of coverage are receiving SS benefits and all those over 65 have Medicare coverage unless they opted out.
