      burden on the right would be constitutional; to the contrary, a burden of the sort proposed would clearly be unconstitutional as applied to the sorts of weapons that Heller deems at the core of the second amendment (viz, weapons for hunting and self-defense).

      the structure of Heller bifurcates weapons into two classes: weapons covered by the second and weapons that aren't.  certainly we can make the latter prohibitively expensive, but we can't do so for the former.
