    Harriers take more than one year to get to full adult plumage, and in the transitional year, they are odd looking - too much brown stuff for a so-called Grey Ghost, but too much grey to be a female.  So even though that bird shows much more brown than you'd think of for a male harrier, the grey head and breast, and the grey wash on wings and tail all say that it is a male.  Pretty cool that you got a photo that shows one at this transitional point.
