    March 27, when the continuing resolution that sets spending levels runs out?  "I won't negotiate spending in conjunction with a bill to set next year's spending levels"?

    The debt ceiling is only one third of the issue.  There are also (1) the sequestration cuts which could (because of the layoffs in defense and cuts to government programs) cause a recession in and of themselves; and (2) the fact that the there is no legislation authorizing any spending after March 27.

      the debt ceiling and sequestration debate is happening at the same time and will thus be linked to force austerity by the republicans right now.  The march one will not be linked to the debt ceiling debate/debacle.

      so i think it's a separate issue.  I'm not talking about that. certainly it remains a problem. you're right.
