  •  That's a thought:) (29+ / 0-)

But also, there have been agreements (I'm trying to track down the sources... I'm working from memory) between McConnell and Reid, thus (and I think beyond):

    · Legislation to exempt about 1/3 of all nominations from the Senate confirmation process, reducing the number of executive nominations subject to Senate delays, which will be scheduled at a future date under the terms of an agreement reached by Sens. Mitch McConnell and Lamar Alexander, Homeland Security and Government Affairs Chairman Joe Lieberman and HSGA ranking member Sen. Susan Collins, along with Sens. Reid and Chuck Schumer. [source]
There was more to this, I believe, and there may have been a second agreement tied to... damn, can't remember :)  Argh to have the memory I had when 35.

Anyway, it went something like this:

X number of approvals at X date (more than once).

Still researching it. Now I HAVE to find it or won't be able to sleep:)
