    ...a very long time ago, in the 90s or perhaps even the 80s.

    He was a struggling pol until the Fletcher scandal opened the door for him to give high elective office one last try, and it worked out and now he's wildly popular.

    But ultimately having run for Senate before doesn't necessarily matter in guessing these guys' thinking, once they've been popular Governors that easily changes everything for them going forward.  They just might not want to risk their popularity and legacy with a losing Senate run in a tough state.

      ran for the Senate in 1996, losing to McConnell 55-43.  At that time he was in something of a political hiatus; he was Attorney General and Lieutenant Governor of Kentucky in the 1980s, but hadn't held elected office since 1987.

      With two terms as governor, he could potentially be a much stronger candidate now, but for the reasons you state he may be reluctant to run and may prefer to end his political career as a successful governor.

      You mentioned Bredesen initially, so I'm confused. Either way, my point stands for the others, plus, as was mentioned above, Missouri isn't as lockstep red as MS, OK, TN, and WY are now.
