    If not, * that * seems to be the problem more than the rogue gun shops.  After all, just like real life sharks or Banksters, if their ilk are not tightly regulated, they're just doing what their nature compels them to do - something like you'd see on a Kids in the Hall skit.

      But it's illegal (I believe) to sell guns and claim they were lost or stolen.  So it seems to me that vigorous enforcement, ie investigations including sting operations and surveillance of the suspicious 1% would be all that's needed.  Hiowever, maybe there's a need to sanction negligence -- an unreasonable level of "lost and stolen."  What we don't want is to threaten ordinary law abiding gun owners with criminal charges if their gun is lost or stolen.
