    ...for doing something the government all but instructed them to do?

    This result was an obvious result of these laws. You can't blame business for doing what you tell them to do!

      They thoughtfully wrote the law as full-time equivalents. The strategy is utterly useless. :-)

        PPACA's Full Time Equivalent (FTE) is used exclusively for determining if a business is classified as a small business or a large business as the law works differently based on this classification.  

        Employers are not subject to penalties for not providing health insurance if it has fewer than 51 FTE employees, or if the employee is part time for businesses with 51 or more FTE employees.
