    because I think that all Americans should be made to travel overseas, in direct relation to how "red" their state votes (said trips to be paid for by the government, of course). The more right-wingers that state elects, the more often that state's residents have to travel. That'd increase the carbon footprint immensely, but it might have several beneficial consequences.

    Send some Republicans to a country that has prioritized socialized medicine over a bloated war budget, for instance, and you might just yield a net carbon reduction when they come back and start asking their Congresspeople why we're wasting so much money on the military.

    Sadly, my plan means that I'll never get any free trips to Europe from the government, since California isn't exactly Republican central these days (although I'd argue that the sheer presence of Darrell Issa in our delegation should grant us a trip to Europe).
