    I'm guessing the "clean energy standard"is a fake effort to gut the RPSs?  I hadn't heard of that one yet.

    (for those just tuning in, an RPS is a requirement that utilities purchase a certain amount of their electricity supply from renewable sources.  Here in California, the big utilities are required to buy 20% of their electricity from renewables, and that is going up to 33% by 2025 or 2020, I think.  It has been a significant component of the efforts to spur renewable development here as developers of various kinds are effectively guaranteed a buyer for their power from a utility that hasn't met the target.  ALso, the way California is doing it, out of state utilities can sell credits for their power, which provides a secondary income stream for producers.  If you pencil out these projects, that second stream can make or break a project in some cases.)
