    at the problem, i.e, just handing out aid. It talks about "re-launching" agriculture and details how much aid to ag development has fallen.

    of course there's political issues. and all the rest.

    (I wish people would talk about how defense budget is "throwing money at the problem." sigh.)

    An organization in my town, Ecology Action, founded by famed biointensive gardener/teacher John Jeavons, does direct action work and training to empower people to grow their own food, even in poor conditions, while enriching the soil. Had its 40th anniversary in 2011.
