    not counting people who don't make to to a vote. Susan Rice would not be counted as a rejection. Or Linda Chavez under Bush, a few others.

    They noted that the trial balloons that sink is a relatively new phenomena. Which makes sense. I'm sure before TV, there was not that much national interest and reporting on cabinet positions.

    And the internet has really supercharged the atmosphere of pre-vetting a candidate.

      This (last) congress has been unprecedented in its (ab)use of the filibuster, so I'm not sure that an 'unprecedented' blocking of a cabinet nominee would actually be remotely out of character.
