    Yes we do. It's called the National Guard.
    The Militias referred to in the 2nd were citizen forces that could be activated by the government to defend the states from insurrection, like Shay's rebellion.
    They were not freelancers set on defending The People from the Government. They were to be "well regulated" by the Government.

      The Guard is legally separate from the militia.  The militia is composed of essentially every citizen.  But it is certainly true that the colonial militias were "well-regulated."  There were officers who held commissions issued by the colonial governments.
