      Before the new chief came in, many CPOs were friendly with many capitol regulars, so people's names were already known. They also had names of anyone who had been cited or arrested at the capitol for "disruptions" in the assembly or senate visitor galleries (disruptions=wearing hats, having a camera on your person, having a piece of paper in your hand, etc.). There's speculation that they use Facebook, since people post photos every day (and on their list, there's at least one person listed by her FB pseudonym), and they probably use facial recognition software to check against DMV photos. Since the crackdown began, a number of regulars have made a point of giving the officers their names and addresses. They don't actually seem to be making too much of an effort to figure out the names of everyone who comes regularly, so they just add names as they learn them. It's not a coherent list at all. I'm one of several people who show up several times a week but isn't on their list, while a number of people who are on the list only come sporadically. It's all just more evidence of how selective their enforcement is, and an example of the mind-boggling waste of resources this all is.
