    what the EU is today. 13 independent states (this is why they were called states in the first place, and not provinces, there was an assumption of sovereignty) that were loosely joined together in some sort of ideal of Americanism that didn't really exist. Just as you will never find a French person who says they are European before they are French, at that time you would never find a Virginian who said they were American before they were Virginian. That didn't really change until after the Civil War, when documents changed from saying "The United States are..." to "The United States is..."
