We're probably looking at an all male big 4 again, although 2 (Holder and Lew) will be minorities

Not that the ethnic composition of the Cabinet is of great importance to me (though an mostly white male group looks somewhat backward in this day and age, even if picked by an African American president) but Lew doesn't seem to fit into any generally recognized minority group.  He does have a recognizable ethnic background, though, as an Orthodox Jew of Polish descent (his father was a Polish immigrant.)

        By what definition?

at first you seem to say the concern is "ethnic" composition of the cabinet, then seem to discuss race, not ethnicity, then say he is in fact a person with an "ethnic" background, a background which is not simply a minority ethnic background, but a minority of a minority as an Orthodox Jew.

I might agree if you really were talking about race in the first section, and didn't meant to say "ethnic" composition, though I think it's simplistic that Jews of all backgrounds seem to be classified as White/Caucasian, but by any other definition I think Jews are clearly minorities.

not religion, national origin, etc.  So maybe I should have said "racial composition".

Particularly is actually word developed by Jewish scholars to describe their particular type of difference from the white majority apart from racial differences.
