The police officer who arrested her could be blamed for abusing his discretion, but the primary blame is on the ER staff and physician. The patient was "uncooperative" but that happens when you're in intolerable pain and going into shock from blood loss. The most charitable way to describe what happened would be that she was very hostile while they were trying to evaluate her, and that they failed to recognise that she was critically ill and unable to cooperate well because of that. I suspect that we are talking about a nurse dealing with "burn-out" and a resulting loss of compassion, and a similarly uncompassionate doctor whose judgement may have been affected by the way the staff presented the patient to him/her. In any case, what happened in the ER was inexcusable and legally indefensible. There will be a huge settlement, (they have no prayer of surviving a jury trial,) and the medical and nursing staff involved need to be out of the ER environment for a long time.
