    gets to define what constitutes inpeachable conduct. There is nothing in the constitution beyond the vague "high crimes and misdemeanors"  to define it. We can certainly debate what is sensible and reasonable but the house has the power to impeach and the senate has the power to convict.

    The bill of impeachment against Nixon that seemed likely to pass the house was dealing with the issue of the limits of executive authority. It is a perennially controversial issue. Since I am personally hoping that president Obama takes a very aggressive posture on gun control, I obviously don't agree with this particular initiative, but the authority for it is in the constitution.
