because it is not a "select fire weapon", which means, unlike the military versions, it does not have a burst mode.

That distinction is really meaningless in the weapon's effectiveness as an assault weapon. The 20+ round magazines that can be changed out quickly, relatively short barrel, and telescoping stock are what make this weapon more dangerous than hunting rifles and pistols.

Those "features" would allow someone to put a lot of rounds out in a short time, maneuver quickly in tight spaces, and change magazines very quickly.

The AR-15 is banned by this law because it has a pistol grip, and most versions have the telescoping stock.

To be honest, I don't understand why they chose things like pistol grip and bayonet attachment, that's kinda weird.

The telescoping stock is a good one though. An AR 15 with a short barrel and telescoping stock can be made very small and a lot more concealable than a shotgun or long-barreled rifle.

There are versions of some assault rifles that do not have pistol grips or telescoping stocks. For example, there is a version of the SKS that looks for like a hunting rifle. Under this law, people could still buy those, but they would only be allowed to have 7-round magazines.

It I had a say in it, I would have limited barrel length too to keep them longer.

that the category of "assault weapons" were already banned in NY and that the various provisions you see in this bill are simply expanding the category of banned weaponry to include any other weapons with those particular characteristics. I'm not an expert on gun law though so I may not have that completely right but that is the understanding I have of the situation.
