    From those, you draw the dots that somehow the White House can set Senate rules strategy? The Senate is pretty jealous of its prerogatives.

    So, 50-plus Democrats (Sen. Merkley says he has them) isn't enough. Reid needs a push from the White House?

    But OK then, why would the WH not favor filibuster reform? Aggressive, meaningful filibuster reform! After all, the President's agenda will undoubtedly be advanced more by the Democrats' ability to pass legislation and fill nominations and appointments than by toadying to a Republicans who insist on something mild.

    I think Reid needs to be on the hook for this in every way possible, his very leadership at stake. All I can figure is that he wants 60 votes to pass it, and can't get 'em without a huge compromise. Screw 60 votes ... and fight out each challenge if that's what it takes. The Republicans will challenge anyway.

    2014 IS COMING. Build up the Senate. Win back the House : 17 seats. Plus!

      pressure behind the scenes, absolutely!  Reforming the "filibuster" is in the best interest of the White House.  Why wouldn't they join in to pressure wavering Democrats?
