    And you could take some of the practical land and wildlife management here to use for ideas. Is there a wildlife office for the forest? Or a state/university department. Basically I would check whatever you can find out about the coyotes. They can be very good animals to have around. They eat rodents mostly- have been moving into urban areas and cutting down rat populations. The biggest problem with it is people are afraid of them and want to disturb them enough to leave. The city animal people are working to get them accepted because of the major improvement in rat infestations!

    Possibly something as simple as maintaining a clean water source could assure they stick around. Probably should be situated so the access is too small for the bear. That's mostly what the bears don't like - any other animal that is big enough and active enough to 'cross paths'. They are very anti social... Not often fighters, just leave.

    I also doubt the willow. Check with the wildlife folks. If it is possible and you can get in it, they could suggest something to leave that would discourage them.  Red pepper comes to mind... might be too much ;)
