    The ACA prohibits collection and storage of gun data within the bounds of the ACA itself, not across the government as a whole.  Any other law (or executive order) is perfectly fine to collect and store such data.

    And, quite frankly, it's bogus even there.  Knowing if weapons are present in a home is strongly statistically linked to the likelihood of domestic violence, so it's a legitimate medical question, especially when in many places women are questioned at every hospital visit about potential domestic violence as a matter of course.
