    pose much less of a risk.  In fact, there are limits on how many of the larger lithium ion batteries (like the external "universal" laptop batteries or extended life laptop batteries) that can be carried on a plane and no lithium ion batteries are allowed in checked luggage unless installed in a "device" (obviously, this has led to the creation of simple "devices" such as a single LED flashlight that takes such batteries).  The batteries in question are much larger and more powerful than pretty much anything you will find in luggage.
