    ...that the peculiar language of the Second Amendment was built atop a presumption that citizens already had a right to have and use firearms as necessary incidents of natural rights to reasonably protect and provide for self, family, and community.  The Second Amendment was not added to establish that right, but to reaffirm it in the context of combining for collective preservation in a frontier society.  Seen in that proper light, it was never intended to grant any unbounded rights of individual citizens to acquire weaponry of any sort whatever.  The "natural" right was to weaponry sufficient for reasonble self-protection and hunting.
