    the specific people who had the right to bear arms being regulated or trained to fight as a unit. The guns had to be allowed so they could use them as part of the defense.

    For one thing, there were very few kinds of guns at the time.  Regulating any thing about them was pretty much done by suggestion or common sense.

    Also important to understand that this was a states' rights issue.

    It was federally necessary because the Constitution did not allow for a standing army during peace. The navy was necessary to protect the shores and the marines became the protectors of some government institutions.

    As I recall, it was poorly regulated/trained state militias that
    failed to keep the British out of DC in 1812, allowing the WH to be burned.
