    ... his feeling is that BEFORE anyone takes possession of any firearm they should be required to be fully trained in the use of the weapon.  The test should include a written portion (understanding the local laws), and cleaning and handling portion (which he joked may actually reduce the number of gun owners through natural selection), and a firing portion (if a person cannot hit a target they will not be protecting themselves in the least).

    He felt that the test should be conducted for each firearm a person owns.  Proficiency with one handgun model does not mean proficiency with all handguns.  As an example he said that he has been called to a number of situations because the officers on the scene (many of them are ex-military) cannot figure out how to unload and disarm the firearm being taken.

    I haven't been here long enough to be considered a Kossack, does that mean that I'm just a sack?

      ... for your comment.  I was thinking about the "self protection" side of people wanting to have guns - which this officer thought would require the testing he mentioned.

      As for using guns against "guvmint teerannee" he said anyone who thinks that an AR-15 is going to help them if the government "is out to get you" is nuts.  He said it you really want to piss off the government - try shooting at them with a semi-automatic weapon, it will only help them find you.

      I haven't been here long enough to be considered a Kossack, does that mean that I'm just a sack?
