    Once a land line is installed, it must be able to dial 911.

    If you're on welfare, you can apply to also have access to very limited local calling without charge. This makes it possible for people to, for example, call the pediatrician, or their child's school, as well as apply for jobs (just try getting a job when you don't even have a phone number).
