    A continuing act, weeks, months years.  A mass shooting, minutes.

    So, if possession is a crime, and that person becomes entangled with the police, is reported by a friend...that person will go to jail...before the mass shooting.  The longer they own that weapon....the greater the chance of it happening.  The more other gun owners are willing to report folks (seriously, how many current gun owners,know people who have converted their semi-autos to fully-autos, and said nothing?), the less chance of mass shootings.

    Homicide laws do not prevent homicides, they merely punish them.
