    If this foundation gets knocked over it will be much easier to get it back up. The problem for all designs is that the turbine part is expensive & could get wrecked at above cat 3.

      for use on the Gulf and East coasts.  The safest place in a hurricane over the water is under the water.

      My sense is that this is not much of an issue where they're now being deployed, so we just need an analysis of how many of them we'd expect to lose and what that does to the cost-benefit analysis.
