    Unrelenting nuclear chaos, but without the weapon of the filibuster, how would they accomplish that?  And if they did, how could it be worse than what we've had for the last few years?  What, now the Senate won't be able to carry on with their usual very important work of naming Post Offices, and declaring National Pickel Day?

      Can he continue to influence others - i.e. to exert his leadership over Senators in his party, especially those more moderate than he is - to block progress?

      If so, Yes, one can stop almost any business from being done in meetings governed by Roberts Rules of Order if one insists on following procedural rules. The encrustation of Senate rules can be even more effective at stopping debate than Mr. Roberts ever was. The filibuster is only one part of the problem, albeit an important one.

      However, making such tactics more visible will aid the media (very few members of whom have any inclination to report anything but direct confrontations and show no disposition to dig or challenge before pontificating) and the voters to see who is obstructing Congress. That may be all we can hope for, until ...

      ... we get a little closer to 2014 when in marginal contests, how a Senator acts on the floor can be seen to be important.
