    It's a reliably 75D-25R district.  It produced such luminaries as Cynthia McKinney who was quite the firebrand.  Place her at the top of the Democratic ticket, and the Republicans will have their favorite strawman to run against.

    I don't ascribe the current gerrymandering phenomenon entirely on these packed "minority-majority" districts, but they certainly add to it.

    Maybe the nature of the urban-rural divide can be attributed to this as well since a non-partisan line drawn by the human eye would tend to try to create such districts that circle a downtown urban core, while the exterior suburbs and exburbs are drawn among common geographical lines.

      Not a VRA target district, but went 83% Dem. Yes, we can draw districts that don't soak up too many Dem votes, but the VRA is immaterial in the majority of cases. Don't do the GOP's job for them.

        The Illinois Republican Party filed a request for a permanent Federal injunction on November 4, 2011 seeking to prevent the new Congressional districts from being implemented.[89] Citing emails and other correspondence between Democratic state party leaders and national leaders, Republicans claimed they worked together to create a map favorable to Democrats. The GOP argued that the new map was unconstitutional as it was politically gerrymandered and diluted Latino representation.[90]

        The Republicans claim they don't want minority dilution so that they can place as many minorities as possible into as few districts as possible.

          Your title places blame on the VRA. I'm arguing against that blame. Showing examples of GOP bad acts outside of VRA territory bolsters my argument, not yours.
