    That's a point that David Frum tried to make on CNN. BUT an expert made the point that men in the military get raped too which is not spoken of often. Also, women are raped in the civilian world all the time -- but we don't suggest that women should stay home and never go outside to avoid it.

      that's one of the points made in the amazing film, the Invisible War ( which I just watched. I highly recommend it (I streamed it online on amazon for just $4)
