    in the late stages of the election and in to the legislative season, candidates/congressmen narrow their universe in all regards. This dramatically impacts the small/medium donor fund raising efforts (or eliminates them completely).

    So as a function of their internal behaviors - narrowing the universe, eliminating the small/mid donor programs, likely reducing or completely eliminating all campaign staff, they shift their reliance entirely on the house/senate staff which is already overworked and legally restricted from campaign activity, as well as the DNC/DCCC which are focused on broad goals, not the narrow needs of one member.
