    I've been watching this thing closely all month, and it goes back and forth every day.
       This would only happen if McConnell and Reid cut a deal, and they can get 67 Senators to sign off on it. Both of those elements are difficult owing mostly to the GOP who don't want to give in on anything.
       On the other hand, the vast majority of the DEmocratic Caucus want real reform.
        All Harry Reid has to do is put something of real substance into the bill, and it goes nowhere. And there's no choice after that but to go for the "constitutional option," i.e., a majority vote.

       In such a scenario we almost certainly do not return to the talking filibuster, but we do put the onus on the minority to block cloture, and we get other good provisions as well, like not requiring cloture to proceed to debate.

       It's important for us to pressure Reid, and our Senators tomorrow, starting early, particularly those on the fence.
