    that is, some senators believe strongly that the filibuster rules should not be broadly changed and they were not convinced by arguments to do so. I repeat: reformers' arguments did not change the minds of the anti-reformists. Although, as David Waldman points out, some reform was agreed upon and more is possible in future.

    The long-time Democratic senators who oppose drastic change to filibuster rules remember when they used the filibuster to block republican bills, and they believe that option should be available again when republicans take Senate majority (that will happen at some point). I don't agree with that, but I do respect their position.
