    Do you think Braley (who ought to run) could beat him and make it tilt D?

      There's nothing special about Latham, he's a guy who just keeps his head down, does the little things right, and stays even-tempered.  He's like Frank Wolf that way.  But that also means he has no profile statewide and would have to lay a lot of groundwork, there's no foundational reputation statewide to build on.

      Braley vs. Latham would be a tossup out of the gate, and ultimately the candidates and campaigns would decide the outcome, absent a national wave.

      And yes IA-03 is winnable if Latham retires, but I wouldn't call it "tilt D," I'd say pure tossup out of the gate...again, candidates and campaigns matter greatly.
