    have flooded since the '93 floods where FEMA said the damage didn't meet their threshold, but the community wanted bought out anyway.  Sometimes it happened, sometimes it didn't.  I know of a couple of cases where FEMA said that they were going to buy out, but took their sweet time about it though.  I think that there's only been one case of FEMA saying that they're buying out whether the community wanted to or not.  I can't remember all the details now - it's been nearly 20 years since the '93 floods.  Some of these buy outs weren't the result of the BIG (making national news) floods, but pretty big for the area.

    Yes, there were many communities that were bought out along the Miss after the '93 floods that would have gone under again in the '08 and '11 (Missouri River) floods.  The entire state of Iowa was basically under water in '93.  The '08 got the eastern side of the state and the '11 got the western side.
