    but I think for a substantial percent of the population, it is the opposite:

    Yet, studies in the US, London and elsewhere
    have consistently found that trust in the procedural
    fairness of the police is far more important in
    explaining variation in cooperation than trust in
    the effectiveness of the police.
    My own perceptions of the police/justice system reflect the results of a system that was used perfectly, rules followed, to produce absurd results.
