    JSTOR didn't think he should.

    Also (unless I'm mistaken), even if he'd taken the plea deal, he still would have had to pay a $1M fine.

      "the people's", which is who the prosecutors represent; e.g., the case caption, I assume, was The People of the United States of America vs. Aaron Swartz, not JSTOR vs. Swartz.

      As to the fine, they're handed out regularly to asset-less felons.
