    and Reynolds v Sims (the one-person one-vote cases) were about. I don't remember whether it was Warren or Douglas (or either) or which case (Baker was the enabling decision, Reynolds confirmed the principle), but somebody on SCOTUS said that congressional districts should be based on number of people in a district, not number of trees.

    The problem is the gerrymander, and the principles the Republicans have developed for more than one reapportionment in a ten year period.
