    while at the same time allowing millions of people to simply circumvent that process and get amnestied every so often.
    This is not going to be an on going situation. As if in 20 years, someone who slides across the border from Mexico will automatcally get a "pathway to citizenship"

    And as for your assertion that we cannot have a bifurcated system, go talk to the cubans who make a dash for sand in miami or biscayne bay knowing if their feet touch US soil, they're in.

    Go talk to haitians who were systematically stopped because...AIDS!

    We already have a bifurcated system, guy.

      and I don't condone the Cuban and Haitian immigration situation, either.  

      In a perfect world, we would allow a set number of regular visas from every country, based upon the already long standing criterion...and then conduct a lottery allowing a much smaller number of people who would not otherwise qualify for a visa to immigrate.

      That way, we could maintain the same level of "normal" immigration, and spread the number of admissions to poor people who are seeking a better life amongst a much wider number of countries and cultures.

      The end result would be roughly the same number of immigrants, if you could truly control the borders, but a much more diverse group of immigrants.

      Can anyone see anything wrong with that?

      And it has been 36 years now since the last amnesty and that is exactly what is being proposed today, so why is it so far fetched that will happen again in another twenty years?
