    Just from personal experience, the VN War was fine until the citizens turned out in the streets to protest.  The same for Civil Rights and any other social change.  The problem with Conservatives opposing social change is that the Good Old Days they advocate for never really existed and to the extent they did exist, existed only because of change initiated by Progressives

      It has to begin with the social movement, but once that's begun legislation needs to be created to both move it forward rapidly and establish legal support for the social movement.  Had the politics lagged too far behind, this same change would have happened, but not as quickly.  Providing legal rights to same sex couples in some states and people realizing the world didn't end is what I think made this movement happen so quickly.
