    That is all that's required and expected.

      on Day One.  That was the argument for Frank, that he could be so much more effective than your normal interim appointment.  

      •  Mr. Cowan is a placeholder, a relatively unknown (4+ / 0-)

        placeholder, at that. There will be little or no need for expertise. He will have little room for movement or opinion during his short term. He will have a mentor(s). That's how interim appointments work when the appointee will not be seeking the seat at the end of the temporary term.

        Rep. Frank (I dig Barney!!!), on the other hand, would bring certain expectations given his seniority in the House and his reputation as a no holds barred scrapper. A dust up of personalities is not something that would be prudent at this juncture.

        Rep. Frank will be much more valuable to progressivism/liberalism in another role.

          Frank, who had said that he wanted the appointment, released a statement Wednesday.
          “I know Mr. Cowan is committed to working hard and in socially-fair and economically-efficient manner toward resolving pending budget issues. I now look forward to working for the election of Ed Markey to continue this work, and to providing President Obama the support he deserves in carrying out the mandate he received in November.”
