    The inablility (or perception of) to escape the inner cities leads to a greater deterrent to acting in a legal manner than prison time acts as a deterrent to breaking the law. The deterrent to acting in a legal manner is the lack of opportunity and the threat of death by gang-bangers. So their "norm" is criminal activity and their perception of protection is to belong to a gang.

    If you live in a dangerous environment and are threatened with guns all around you, you will get a gun. Regardless of laws - since the laws do not protect you, but merely leave you defenseless.
