    In the U.S. it is the rule of law which routinely countenances the abuse of human beings behind the shield of property rights, parental rights, states' rights and the culture of obedience. Compliance is law one. "No free lunch." Those who don't obey, don't get to eat.
    That's what prompted the crack-down on Occupy. It's what made the Black Panthers a danger. If the powers that be can't use the threat of starvation to gain compliance, what alternative do they have? If the object is compliance, people can't be killed, because dead people can't comply. So, if threats aren't effective, the only other option is to provide bribes and that means work and that means authorities being turned into servants. Can't have that. That's what women and children and foreigners are for.

    But, just consider that authoritarians really have no choice. If they had practical talents with which to sustain themselves, they wouldn't have to resort to verbal threats and occasional violence to sustain themselves.
    The parable of the talents is somewhat misleading because it assumes that everyone is given some talent that makes him/her useful and worth keeping around. But, that's wrong. Some humans have no talents and have to resort to thievery or extortion.
    On the other hand, it is possible that our linguistic abilities have evolved to compensate for being practically incompetent. Begging works. Just look at Rush and Newt and the Donald -- glib talkers all.

    We organize governments to deliver services and prevent abuse.

      They are trying to find a way forward.

      Black people in the US South in the 50s were not "responsible" for their abuse either

      BUT there was a coordinated effort of protest that helped their cause. I am wanting the Palestinians to have that, that is all.

      It feels no matter what I say it will be taken wrong.
